PRIMARY OBJECTIVE OF POSITION:
Under administrative direction and general operating standards, is responsible for the planning, directing, and supervising the work of the Police Department. Interpretive judgment in variation from established procedures and standards may be required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Included are such abilities to investigate, interrogate, evaluate, and document evidence in accidents, crimes, and other incidents within the police department operations. The physical requirements include sitting, walking, stooping, bending, running, talking, hearing, viewing, climbing, crawling, and may be required to lift or move in excess of 100#s. Must be able to perform those mental and physical duties normally associated with law enforcement work, in general shall meet the physical and mental requirements of the Montana Law Enforcement Academy. Applicant must have or ability to obtain an appropriate valid Montana Operator's License.

MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:
Plans and directs the maintenance of law and order, the protection of life and property, the regulation of traffic, the apprehension, arrest, and detection of law violators, and the maintenance of police records; determines departmental policies and major procedures; identifies law enforcement needs and problems in the community and determines revised policies and corrective action; establishes department goals and objectives, defines alternatives, chooses course of action and monitors achievement; coordinates departmental functions, activities and objectives with other local, state, and federal criminal justice agencies:

Recommends and assists in the development of ordinances regarding public safety; prepares, recommends, and administers department budget; determines training needs and directs the implementation of the training program and evaluates the impact of training; investigates complaints against the department and its personnel; screen applicants, recommends the hiring of, evaluates performance, and administers the discipline of department personnel; may assist in the selection processes of sworn officers; meets the same physical and professional standards of the police officer; performs other related duties and will need to attend minimum of one City Council Meeting per month.
Initiates plans develops and implements records and report systems reflecting daily, weekly, monthly, and annual reports; directs preparation of reports on crime and traffic incidents; has access to and possesses information restricted to specific persons; supervises equipment requiring accountability; is responsible for funds of a moderate amount; contacts with fellow employees, the public and other agencies is frequent and involves communication of complex information; responsible for department community outreach and community liaison with school, recreation district, emergency response agency, City Council, and other community groups; work requires occasional contact with unpredictable and uncontrollable physical conditions requiring care and use of proper personal safety equipment and procedures to prevent injury.

SUPERVISION — RESPONSIBILITY FOR WORK OF OTHERS: Responsible for departmental supervision of all employees.

EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:
• Must be a high school graduate or its equivalent
• Supplemented by continuing education courses in administration, law enforcement or related subjects,
o plus eight years of progressively responsible law enforcement experience,
o including five years in a supervisory capacity desirable.
• Must possess a State P.O.S.T. certification.
•  Must have or ability to obtain an appropriate valid Montana Operator's License.
• Possession of P.O.S.T. certification in Administration or Supervision desirable.

• Maintains and applies a thorough knowledge of current and new principles and practices of police administration and law enforcement;

• Develops and presents effective oral and written communications;

• Maintains and exhibits discretion and integrity at all times when handling confidential data;

• Maintains and applies thorough knowledge of federal, state, and local laws and.ordinances which are enforced by the department;

• Establishes and maintains effective working relationships with fellow employees, other criminal justice agencies, officials, and the public;

• Develops and implements effective policies and training programs;

• Performs other duties that may be necessary to fulfill the assignments normally related to law enforcement.

CLASS TITLE:   City Court Clerk 1

ACCOUNTABLE TO:City Judge

PRIMARY OBJECTIVE OF POSITION:Under limited supervision, performs moderately complex clerical and secretarial duties; work varies and requires individual judgment within well defined legal procedures in the preparation and assembli8ng of documents for the City Courts.

ESSENTIAL JOB FUNCTIONS: Physical requirements include climbing (limited), walking, bending, stooping, and lifting up to 35#s (greater with assistance). Demonstrated experience in spelling and proper use of grammar.

MAJOR AREA OF ACCOUNTABILITY AND PERFORMANCE:Performs duties of secretarial and bookkeeping responsibilities of the City Courts; accounts for funds received, collects fines, bail monies and bonds; maintains records and checks for accuracy on all bonds, fines, and time payments; receptionist duties that includes answering phones, transferring phone calls to the proper person, and processing mail; enters citation data daily in the computer; fills out dispositions for citations, formal criminal charges; Prepares paperwork for arraignment, occasionally may clerk plea charges in the court; takes minutes for arraignment; and performs related duties as required.

Provides statistical information to other criminal justice departments as required.

Routinely handles cash fines, time payments, and cash bonds; contact with the public is frequent requiring tact and involving communication of complex information; Position requires complete understanding of the necessity for confidentiality; Work is performed in an office or courtroom where physical requirements are limited.

SUPERVISION - RESPONSIBILITY FOR WORK OF OTHERS: None.

EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:High School graduate or equivalent; knowledge of modern office equipment and procedures with demonstrated spelling and grammar skills; bookkeeping knowledge and experience, shorthand or speedwriting, and computer experience required; ability to meet and deal with the public with tact and confidentiality; one year office experience required.
